When you know what to expect each month, it's easier to plan your budget.


AES Indiana has updated its billing program to comply with the new Indiana law, House Enrolled Act (HEA) 1002 (2026), which requires all investor-owned utilities to transition Budget Billing programs to a new statewide standard called Levelized Billing. 

Levelized Billing, formerly known as Budget Billing, is designed to make your monthly energy bill more predictable. Instead of bills that rise and fall with seasonal energy use, your monthly bill reflects an average of your past energy usage. This helps reduce large swings in the summer and winter, giving you a more stable monthly amount. 

 

How Levelized Billing works

  • Your monthly bill amount is based on the average of your last twelve AES Indiana bills. 

  • We’ll “settle up” with a credit or balance due on your April and October bills, which occur outside typical peak energy‑use seasons. 

  • Your account is reviewed twice a year to help keep your Levelized Billing amount accurate over time. 

  • On every bill, you’ll see how much energy you actually used and the cost of that usage, which may be more or less than the amount you pay that month under the Levelized Billing plan. 

  • That average becomes your monthly payment. You’ll be billed for the same amount each month, even if your energy use varies. 

 

What happens during a “settle-up”

  • On our Levelized Billing program, your account will be reviewed twice a year, in April and October. These reviews are called settle-ups. 

  • During a settle-up, AES Indiana compares how much energy you actually used with how much you paid through your levelized monthly payments.  

  • If your usage and payments align, your monthly amount will stay the same. 

  • If your energy use has changed, your monthly payment will be adjusted so it continues to reflect your actual energy usage. 

  • This biannual review helps ensure your levelized amount remains accurate over time while still providing predictable monthly payments.

Who is eligible

  • Most AES Indiana residential customers who are current on their bill are eligible to enroll.

  • Residential customers who qualify for the Low-Income Home Energy Assistance Program (LIHEAP) are not required to be current on their bill and are eligible as an exception to standard requirements.*

How to enroll

  • Residential customers can view their Levelized Billing amount and enroll online through their AES Indiana account. 

  • Business customers can contact AES Indiana by email or call 317-261-8444 for enrollment assistance. 

  • Once enrolled, your Levelized Billing plan will begin with your next monthly billing statement.

 

*Automatic enrollment for LIHEAP customers

Beginning August 1, 2026, customers who qualify for and have applied for state energy assistance will be automatically enrolled in Levelized Billing, as required by HEA 1002. AES Indiana has communicated with LIHEAP-eligible customers about these upcoming changes. 

  • LIHEAP customers have full control over their participation.

  • Customers may opt out by July 30, 2026, if they prefer not to enroll. There is no penalty, and the current billing method will remain in place. Opting out can be done quickly and easily through an online account.
